Where can i get really cheap Computer Parts?

Im looking for a discount desktop that can play most games at entry level at about 30-40 FPS and use it for basic schoolwork..
Newegg.com has some good prices and discounts, but i can’t always find everything i need there, because there always selling everything out before i can get it. So yeah, theres my question.
How can i tell if a used part is still good? It’s a good idea, but i’m kinda nervous about that one.
